A Review of Guidelines for the Prevention, Surveillance, and Control of ‎Dengue Vectors with Emphasis on Passive Defensive Aspects

Background and Aim: Passive defense plays a crucial role in mitigating the vulnerability of a nation’s critical systems, particularly under crisis conditions. In recent decades, dengue fever, recognized as an emerging crisis, has affected several countries. In Iran, the establishment of these disease vectors in the northern and southern regions raises concerns about a potential dengue outbreak. Considering the key role of passive defense in the prevention and confrontation of health crises, especially concerning emerging diseases, this review study was conducted to assess the guidelines for the prevention, surveillance, and control of dengue vectors from the perspective of passive defense.
Materials and Methods: Following a search of common citation databases and indexing websites, and applying inclusion and exclusion criteria, 32 relevant guidelines and articles relating to dengue vectors published between 2018 and 2024 were ultimately selected and assessed in this narrative review.
Results: From the perspective of passive defense, vector control measures and interventions in a focus should be selected according to the specific scenario situation. Control strategies based on the biological behaviors of the vectors, such as the use of targeted indoor residual spraying, should also be considered. The management of larval habitats and effective public education and participation play a key role in controlling and preventing the spread of dengue vectors. Accordingly, multiple organizations are required to play a role in achieving this target.
Conclusion: Integrated vector management of dengue requires the involvement and active role of relevant organizations. Therefore, success in this program, in addition to strengthening the health system and active community participation, requires inter-organizational coordination led by the National Passive Defense Council.
