Evaluation of challenges of the psychiatric disorder identification program in urban health centers: A study based on the CIPP model

Background and Aim: This study aimed to evaluate the screening and identification program for psychiatric disorders among the population covered by urban comprehensive health centers.
Materials and Methods: In this mixed-methods study, existing indicators of the psychiatric disorder screening and identification program were compared with national benchmarks in the population covered by comprehensive health centers under Shahid Beheshti University (covering Tehran, Shemiranat, Qarchak, Pakdasht, Varamin,Pishva, Pardis, Damavand and Firoozkouh). Data were collected through semi-structured group interviews with 25 purposively selected participants. Analysis followed the CIPP (Context, Input, Process, Product) evaluation model across three domains (Input, Process, Context), with data validity verified using Lincoln and Guba’s criteria.
Results: In the quantitative section, only the process domain indicators had a clear difference with the national indicators. The indicators of the input domain were completely desirable and the indicators of the output domain were largely desirable. In the qualitative section, the main challenges in the domains were household factors and determinants of service receipt in the context domain, human resources in the input domain, and personnel training, respectively. The qualitative findings well explained the challenges observed in the process and output domains in the quantitative results.
Conclusion: Results suggest that it is better to direct the screening and identification program for psychiatric disorders, in addition to expanding service coverage, towards improving the quality of services and population satisfaction. Also, in order to achieve more desirable results in the psychiatric screening program, it is of great importance to resolve the implementation problems mentioned. |
