Background and Aim: Home care is considered as one of the community-based care methods and a key form of health care that plays an important role in resource management. Therefore, the present study aimed to determine the implementation of home care policy in Iran. Materials and Methods:The present study is a policy analysis study conducted retrospectively and based on the Walt and Gilson policy analysis triangle framework. Various methods were used to analyze the home care program in Iran, including literature review and document review. In the next stage of the study, and to validate the previous findings, a qualitative study was conducted using a guided content analysis method. . Results:A study of the implementation of home care policy in Iran showed that most of the actors who played a role in establishing and implementing the program did not perform well in promoting home care in Iran. Cases such as inappropriate policy-making and planning, legal and ethical issues, high costs of home care services for patients, non-coverage of care services by insurance organizations, inefficient financial policies to support patients, etc. require rapid interventions. Conclusion: Proper implementation of the home care plan requires its definition in the Iranian health system, making public insurance coverage transparen and operational, planning to assess and address challenges and obstacles, nursing curriculum reforms, and also assuring the community of the benefits of implementing this plan. Therefore, adapting the training required in the undergraduate nursing course and paying attention to the interests of all stakeholders can be effective in fully establishing this program at the hospital level.
