fa همکاری های فرابخشی برای کنترل و پیشگیری از بیماری های غیرواگیر در جمهوری اسلامی ایران:ساختارها ، سیاست ها و دستاوردها عمومى General مروری Review <br> <strong><span style="font-family:B Zar;">زمینه و هدف:</span></strong> &nbsp;<span style="font-family:B Zar;">کنترل و پیشگیری از بیماریهای غیرواگیر و عوامل خطر آنها نیازمند سیاست ها و برنامه های است که اتخاذ و اجرای آنها به تنهایی خارج از توان بخش سلامت است. هدف از این مطالعه بیان تجربه جمهوری اسلامی ایران در پیشبرد اهداف سند ملی کنترل و پیشگیری از بیماری&shy;های غیرواگیر از طریق همکاری فرابخشی و دستاوردهای آن است.</span><br> <strong><span style="font-family:B Zar;">مواد و روش&shy;ها:</span></strong> <span style="font-family:B Zar;">این مطالعه به روش مرور اسناد( شامل ، مصوبات ، گزارش ها ، خلاصه های سیاستی ، گزارش های پیشرفت ، صورتجلسات ) و با تحلیل کیفی این مستندات بر اساس چارچوب تعیین شده مبتنی بر تعیین سیاست ها ، برنامه ها و دستاوردها تدوین شده است.کلیه مستندات مرتبط با کنترل و پیشگیری از بیماری های غیرواگیر در دبیرخانه شورای عالی سلامت و امنیت غذایی در بازه زمانی 1399-1392 مورد استفاده قرار گرفته است.</span><br> <strong><span style="font-family:B Zar;">&nbsp;یافته‌ها:</span></strong> <span style="font-family:B Zar;">کارگروه تعاملات فرابخشی به عنوان یکی از کارگروه های کمیته ملی&nbsp; کنترل و پیشگیری از بیماری های غیرواگیر بوده واز طریق شورای عالی سلامت و امنیت غذایی و زیر مجموعه آن از مشارکت سایر دستگاه ها و ذینفعان برای اجرای سند ملی کنترل و پیشگیری از بیماری های غیرواگیر بهره مند شده است.بیشترین مصوبات شورا و برنامه های پیگیری شده در این مجموعه مرتبط با عوامل تغذیه ای بیماری های غیر واگیر (اسید چرب اشباع و اسید چرب ترانس ، نمک در فراورده های غذایی صنعتی و سنتی ، کاهش آلایندها و باقیمانده سموم در محصولات کشاورزی) کاهش آلودگی هوا و سلامت روان بوده است که از اهداف اصلی سند ملی کنترل بیماری های غیرواگیر می باشند.</span><br> <strong><span style="font-family:B Zar;">نتیجه‌گیری:</span></strong> <span style="font-family:B Zar;">مشارکت ذینفعان و همکاری سایر بخشها در نظام سلامت برای کنترل و جلوگیری از بیماری های غیرواگیر</span> <span style="font-family:B Zar;">(</span><span dir="LTR">NCD</span><span style="font-family:B Zar;"> ) و عوامل خطر آنها مستلزم ایجاد ساختارها و فرایندهایی در بالاترین سطوح سیاستگذاری و همچنین در سطوح میانی و عملیاتی مدیریت است. جلوگیری از تغییرات مکرر و زودرس در ساختارها و فرایندهای همکاری فرا بخشی و اتخاذ رویکردهای مشارکتی برای پیگیری اجرای سیاست ها و برنامه ها به صورت منسجم و هماهنگ ، امری ضروری است.</span><span dir="LTR"></span><span dir="LTR"></span><span dir="LTR"></span> <strong>Background and Aim:</strong> Control and prevention of non-communicable diseases(NCD) and their risk factors require programs and policies that their adoption and implementation is beyond the capacity of the health sector alone. The purpose of this study is to express the experience of the Islamic Republic of Iran in advancing the goals of the National Document on Control and Prevention of Non-Communicable Diseases through inter-sectoral collaboration and its achievements.<span dir="RTL"></span><br> <strong>Materials and Methods</strong> This study was done by reviewing documents (including decrees, reports, policy briefs, progress reports, minutes) and by qualitative analysis of these documents based on a predetermined framework. All documents related to control and prevention of NCDs in the Secretariat of the Supreme Council for Health and Food Security (SCHFS) from 2013 to 2020 were used.<br> <strong>Results: </strong>The para-sectoral collaboration Advisory Committee is one of the task forces of the National Committee for Control and Prevention of NCD, which through the SCHFS and its subdivisions facilitated the participation of other agencies and stakeholders to implement the National Document on Disease Control and Prevention. Most of the SCHFS decrees and programs are related to the nutritional factors of NCDs (saturated fatty acids and trans fatty acids, salt in industrial and traditional food products, pollutants and residual pesticides in Agricultural products), reduction of air pollution and mental health, which are the main targets of national documents for the Control and Prevention of Non-Communicable Diseases.<br> <strong>Conclusion: </strong>Involvement of stakeholders and cooperation of other sectors in the health system to control and prevent NCDs and their risk factors requires the establishment of structures and processes at the highest levels of policy making as well as at the intermediate and operational levels of the management.
